The Head of the Division is responsible for:
1. Planning and overseeing the gathering and compilation of data, ensuring availability of reliable, accurate, relevant and consistent statistics to support decision making and policy in the Bank.
2. Ensuring compliance with sound international statistical compilation methodologies and keeping abreast with developments of the same.
3. Custody of the Research Department’s database and ensuring that data is properly managed and governed.
4. Overseeing and coordinating the production of Bank’s statistical publications, data dissemination, including the Bank’s annual report.
5. Oversee the interagency collaboration on requisite surveys and take responsibility for the Banks’ financial obligation.
6. Participates, on behalf of the Director, Research Department, in national, regional and international activities aimed at improving quality of statistics and harmonization of definitions, concepts and compilation methodologies.
7. Liaison between the Bank and key national macroeconomic data producing agencies such as the Kenya National Bureau of Statistics (KNBS), Kenya Revenue Authority (KRA), The National Treasury; and regional integration collaborative activities on statistics.
8. Oversight of the Bank’s Library, including the Branches.
Strategic Responsibilities
Data Management and Governance for Research Departments data i.e.:-
1. Initiates policy on data collection, compilation, dissemination, storage and information accessibility by staff and the public at large.
2. Ensures guidelines for protection of data confidentiality in the compilation and dissemination processes are in place and are adhered to.
3. Works closely with the Bank’s Central Data Office to ensure that Bank’s data is properly managed and governed. This includes ensuring Research data is centralized and updated in the enterprise data warehouse and leading the automation of data management process in the Department.
4. Coordinates adoption and use of international best practices on data compilation.
5. Support Government programmes, regional integration and other international collaborative initiatives on statistics.
6. Work closely with other key stakeholders and participate in the development of National Strategy for the Development of Statistics (NSDS).
7. Provide leadership in the modernization of the Bank Libraries.
Technical and Operational Responsibilities
1. Ensures effectiveness and efficiency in the compilation of data and preparation of statistical and other Bank reports assigned to the Department - that they are adequate in terms of coverage, periodicity, timeliness, quality and integrity.
2. Ensures that data reporting commitments to national, regional and international organizations are complied with.
3. Authorize the statistical data used for analysis of the Department’s and/or Bank’s publications including the biannual Statistical Bulletin and Website Macroeconomic Statistics.
4. Leads the production and dissemination of Statistical Bulletin, Monthly Economic Indicators and Website time series data.
5. Leads the revision of guideline notes to assist data compilers and identifies their training needs.
6. Coordinates economic surveys undertaken by the Bank.
7. Participates, on behalf of the Director, Research Department, in national, regional and international activities aimed at improving quality of statistics and harmonization of definitions, concepts and compilation methodologies.
8. Provides oversight and coordinates the activities of all the Bank libraries.
9. Coordinate the preparation of the Division’s Budget estimates.
10. Develops and maintains the business continuity plan for the Division.
Other Responsibilities
1. Provide oversight and support to ensure compliance with Bank policies and processes including staff performance appraisals.
2. Contribute, as appropriate, to the performance of other functions in the Bank and to the overall achievement of the Bank’s mandates and strategic objectives.
3. Mentor, coach and mobilize teams to achieve the Division and Departmental objectives.
4. Coordinate and support capacity building initiatives, at both the Division and the Departmental levels.
5. Contribute to and support strategic projects for the Bank.
1. Bachelor’s Degree in Economics, Statistics, Econometrics or related qualification from a reputable university.
2. Master’s Degree in Economics, Statistics, Econometrics or related qualification from a reputable university.
3. PhD in Economics/Statistics/Econometrics or related qualification from a reputable university is an added advantage.
Sound experience of at least twelve (12) years in statistical compilation, data management and governance or research on pertinent economic issues.
Technical Competencies
1. Good understanding of internationally accepted best practices for compilation of macroeconomic statistics.
2. Strong background in data management and analytical skills.
3. Good understanding of data governance practices.
4. Sound knowledge of the financial sector landscape in Kenya and data requirements.
5. Strong understanding on the data needs for users for effective policy formulation.
6. Sound knowledge of data management tools such as Power BI, Python, Ms Excel, etc.
7. Good understanding on the regional and international data requirements.
8. Good understanding on the surveys techniques.
9. Good communication and presentation skills.
10. Strong project management skills and practices.
