The role holder facilitates smooth operations of the KEPSS RTGS, SWIFT and the regional payment systems interfaced to KEPSS and monitoring of the customer helpdesk to ensure good customer service, to ensure continued availability of efficient, reliable and secure payment systems.
Technical and Operational Responsibilities
1. Administer the payment system(s) operated by the Section such as:
i. Performing SOD and EOD
ii. Ensure the respective payment system is running and monitored.
iii. Access the payments system and view incoming messages and requests
iv. Adding new payment systems participants and user
v. Payment Systems User administration
vi. Training of users
vii. Payment Systems window extension
viii. Manage the issuance and renewal of tokens and certificates
ix. Receive and respond to queries from participants
x. Update Treasury contact list/ Administer the Payments System email
2. Liaise with other user departments and manage their requests in a timely manner.
3. Perform admin tasks related to their roles e.g. payment invoices for services rendered by third party service provider.
4. Continuously monitor the performance and coordinate health checks for the systems.
5. Prepare periodic risk status report and circulate to department and risk department.
6. Participate in the implementation and response to strategic activities relevant to their Sections.
7. Participate in and support the implementation of Bank projects being run by the Division and Department including policies review.
8. Contribute to the preparation of NPS annual budget for activities being implemented by each Section.
9. Perform specific function unique to SWIFT Services/KEPSS Operations/Regional Payments.
10. Ensure continued availability of efficient, reliable and secure payment systems that support the smooth functioning of the economy.
Other Responsibilities
1. Participate in stakeholder committees and meetings.
2. Support implementation of RTGS and other Payment systems-related projects.
3. Inducting new members of staff/ new users to payments systems/ visiting institutions.
1. Bachelor’s Degree in a relevant field e.g. Computer Science, IT, Banking or Business Administration, Law or related field of study.
2. Professional qualifications and memberships are an added advantage.
Not less than three (3) years’ experience in Payments and Banking operations or other related area.
Technical Competencies
1. Understanding of payment risks and security.
2. Appreciation of the NPS Act and NPS Regulations.
3. Accounting and financial management skills.
4. Knowledge of Banking laws & regulations.
5. Knowledge on financial reporting requirements and standards.
6. Sound knowledge and experience in the operating frameworks for CBK including Monetary policy framework and implementation methods.
7. Risk Management-experience in identifying departmental risks, implementing mitigating measures and monitoring mechanisms.
8. Ability to perform analytics on both quantitative and qualitative facts to challenge status quo.
9. Understanding of internationally accepted best practices for payment system operations.
10. Strong IT and computer skills including Security and cyber risks.
11. System performance monitoring.
12. Knowledge of AML, KYC and other related laws.
