SENIOR MANAGER, INTERNAL AUDIT - BUSINESS CONTROLS, INTERNAL AUDIT DEPARTMENT

Job Purpose

Reporting to the Deputy Director, the role holder will oversee a team of auditors to provide assurance and advisory on all aspects of the Bank’s operations. The position contributes to strengthening the Bank’s control environment and supporting the delivery of the Bank’s mandate by promoting strong governance, effective risk management, and robust internal controls in support functions.

Key Duties and Responsibilities

1. Develop and monitor implementation of the internal audit strategic plan, budgets, procurement plan, and staff training and development plans.
2. Develop and monitor implementation of a risk based annual audit plan
3. Support development and implement a robust audit methodology to maintain compliance with Global Internal Audit Standards.
4. Prepare and periodically update the audit staff resource plan to optimally deliver the assurance plan for the Bank.
5. Manage planning, execution and reporting of assurance and advisory reviews for business control functions while maintaining thorough and high-quality results within defined audit plans and budgets.
6. Prepare high-quality audit reports and management communications in line with Internal Audit methodology and Global Internal Audit Standards.
7. Proactively identify and assess emerging risks, assess the Bank’s mitigation measures and updating the annual risk-based plan accordingly.
8. Maintain productive relationships with departmental process owners throughout the audit cycle to effectively plan and execute audits.
9. Ensure proper management, confidentiality, and security of audit documentation and information.
10. Track the implementation of internal and external audit issues and prepare periodic reports to Management and Board.
11. Develop and maintain an effective internal quality assurance program to achieve conformance of internal audit practices to Global internal Audit Standards and Bank’s Internal Audit methodology.
12. Provide guidance on technology adoption to leverage data analytics and other audit tools to enhance audit coverage, efficiency, and insight generation.
13. Prepare periodic reports to Management and the Board Audit Committees for CBK and Pension Schemes.
14. Review IMF-related reports for accuracy, completeness, and reliability.
15. Provide leadership and guidance to the audit team and foster a high performance culture through effective performance management, coaching and mentorship.
16. Perform and coordinate execution of administrative tasks and other Bank-wide duties as assigned.

Qualifications

1. Bachelor’s Degree in Commerce, Business Administration, Economics, Finance, or a business related discipline from a reputable university.
2. Master’s degree in Commerce, Business Administration, Economics, Finance, or a business related discipline is an added advantage.
3. Professional qualification in accounting is mandatory – Certified Public Accountant (CPA) CPA(K) or Association for Chartered Certified Accountants (ACCA).
4. Membership of good standing in Institute of Certified Public Accountants of Kenya and Institute of Internal Auditors.
5. Qualifications (s) in any of the following is an added advantage:
• Certified Internal Auditor (CIA)
• Certified Fraud Examiner (CFE)
• Certified Information Systems Auditor (CISA)

Work Experience

A Minimum of ten (10) years audit experience with at least four (4) years in audit management role in an organization of similar size and complexity or an established audit firm.

1. Strong knowledge of financial accounting, managerial accounting, and public sector financial management.
2. In-depth understanding of procurement, human resources, pension administration, general services, and strategic management processes.
3. Sound knowledge of governance, risk, and internal control frameworks.
4. Working knowledge of internal audit standards, methodology, and professional ethics.
5. Understanding of legislative requirements affecting the Bank.
6. Proficiency in business process analysis, risk and control assessment techniques, and audit reporting.
7. Working knowledge of computer-assisted audit techniques (CAATs) and data analysis tools.
8. Familiarity with Board, Committee, and international reporting requirements, including IMF reporting.
