SENIOR MANAGER, DATA MANAGEMENT AND DATA GOVERNANCE - STATISTICS AND LIBRARY SERVICES DIVISION, RESEARCH DEPARTMENT

Job Purpose

Reporting to the Deputy Director, Statistics & Knowledge Management, the job holder is responsible for:
- Creating processes and procedures that monitor and enforce data governance policies and practices in the Research department and in line with the Banks Data Governance Framework.
- Establishing guidelines for data handling, quality assessments, and data access and security.
- Ensure data quality is tracked, resolution of data-related issues, and enforce compliance with any regulatory requirements.
- In charge of data warehousing and creation of dashboards and analytics

Key Duties and Responsibilities

Strategic Responsibilities
1. As data governance champion for Research Department, the role is fundamental in driving the Bank towards its vision and data-driven future.
2. As the guardian for the Department’s data in the Enterprise Data Warehouse (EDW), the role bears the responsibility for the management and fitness of the data – ensuring its quality, timeliness, consistency, and compliance with bank policy and any regulatory standards.
3. Understand trends, identify issues and opportunities and recommend action.

Technical and Operational Responsibilities
4. Responsible for Research Data completeness and quality in the EDW.
5. Responsible for creating processes and procedures that monitor and enforce data governance policies in the Research department.
6. Responsible for establishing guidelines for data handling, quality assessments, and data access and security.
7. Partner with technology and architecture colleagues and contacts to drive effective data related activities for research and analysis
8. Ensure various data polices, including data archival, data privacy, data use and data revision polices are in place and implemented.
9. Ensure data quality issues are tracked, resolved, and enforce compliance with any regulatory requirements.
10. Reference and Master Data - Define and review code values / code lists and identify sources of master data.
11. Metadata – Define and review business terms and associated attributes including calculations and various rules.
12. Data Classification - Ensure that data is classified as restricted, regulated, or public as it relates to the distribution of the data.
13. Data Sharing – Review data sharing requests and approve or reject.
14. Data Stewardship Group Participation - Attend stewardship group meetings and participate in working groups as needed.
15. Review EDW reports and visualization to ensure they are performing as expected and meeting the needs of analysts ensuring the data is viewed as trusted.
16. Participate in cross-functional/enterprise initiatives related to data changes and processes.
17. Manage data work activities requiring coordination across multiple areas
18. Understand, remediate and implement changes in various forums on behalf of Research Department
19. Protect the interests of the Bank’s; identify and manage risks, raising issues as necessary

Other Responsibilities
20. Provide support to ensure compliance with Bank policies and processes including staff performance appraisals.
21. Contribute, as appropriate, to the performance of other functions in the Bank and to the overall achievement of the Bank’s mandates and strategic objectives.
22. Mentor, coach and mobilize teams to achieve the Department and the Division’s objectives
23. Lead, motivate and build positive working relationships with internal and external partners
24. Continually improve professional expertise, knowledge transfer and be a brand ambassador for data stewardship and Research Department

Qualifications

1. Bachelor’s Degree in Economics, Statistics, Mathematics or Data Science or related field from a recognised university.
2. Master’s Degree in Economics, Statistics or related field.
3. Knowledge in data warehousing and creation of dashboards.

Work Experience

1. At least ten (10) years’ experience in implementing data management and governance practices in a large organization.
2. At least five years’ experience working with relational databases and SQL
3. Experience working with business intelligence and reporting solutions such as Oracle BI, Power BI, and analytical tools such as the Matlab, R, Python and Tableau to analyze data across a variety of data sources and formats e.g. TXT, CSV.
4. Experience working with providers of economic data
5. Understanding of statistical reporting
6. Experience working in an agile and cross-functional teams.

Technical Competencies
1. As the person accountable for quality of Research data in the EDW, must also manage standard definitions and metadata for critical data elements in macroeconomic statistics. Hence, strong understanding of internationally accepted best practices for compilation of macroeconomic statistics.
2. Good understanding of database structures:
- Ability to construct or manipulate databases to produce analytics or reports.
- Ability to navigate databases and find and correct errors in the data.
3. Broad-based knowledge of Research data for which they are the steward.
4. Knowledge of how other departments processes related to Research data.
5. Good understanding on the data needs by users for effective policy formulation
6. Good understanding on the regional and international data requirements
7. Strong project management skills and practices
8. Problem solving skills – Role requires use of problem-solving skills to detect the causes of errors in the data and to determine solutions that protect the integrity of the data.
